On the issue of digitalization of the housing and communal services sector

Housing and communal services is one of the most important areas in the socio-economic system, as it forms the appropriate quality of life and culture of the population, largely determines the socio-economic potential of the territories, their investment attractiveness. The housing and utilities sector is one of the most important and extremely difficult areas of reforming the domestic economy. It is a particularly acute conflict between market and administrative approaches to the organization of management, in which it is difficult to find a compromise between economic and social expediency. The formation of a system of digitalization of housing and communal services has recently become even more relevant. At the same time, the housing and utilities sector is attractive for investment - it is a huge and constantly growing utility market that guarantees the sale of products and services, the annual volume of which in monetary terms in the Russian Federation is more than a trillion rubles. Due to the socio-economic significance of the studied industry affiliation, the solution to the problem of the development and introduction of advanced information technologies in this area is very relevant and requires special justification. Digital development of the housing and utilities sector is an integral unified system that includes not only a narrow sphere of modern technologies, but also the entire set of financial relations that arise in the process of production and provision of housing and communal services.
