About the delegation of proxies in the legislative establishment of public authority

The article is devoted to the definition of the «delegation of proxies». This article examines the problematic aspects of the delegation of proxies. Disclosed essence of the notion of «delegation of proxies», as well as the problematic aspects of the delegation of certain state powers to local governments. In particular, the problem of counter-empowerment, which leads to restriction of the rights of local authorities. The author believes the federal law should clearly indicate the possibility or impossibility of empowering local governments with separate state powers. When empowering local governments with separate state powers also need to take into account the opinion of the local governments. Summing up, it is worth noting that for the effective operation of delegation mechanism, a more precise and objective counting the upcoming local government costs to be incurred as a result of the implementation of separate state powers.
