Anent the jurisdiction of constitutional courts of subjects of the Russian Federation

The article is devoted to the problems of functioning of the system of constitutional legal proceedings, realized by means of constitutional courts of federal and regional levels. In the article there considered the problem of formation and functioning of the system of constitutional justice in subjects of the Russian Federation in the conditions of federative organization of state-territorial structure of Russia. In the article there revealed specific features of the organization of European model of constitutional justice in Russia and there pointed out that constitutional court on a federal level and constitutional courts on subjects' level don't form a united system. These institutions, created in subjects of a federation, don't depend on federal constitutional court hierarchically, and a federal constitutional court is not a higher court for them. Thus, there isn't prorposed to form unified strictly hierarchical and coordinated system of courts. There suggested the resolution of the problem of constitutional courts' jurisdiction by way of legislative definition of a unified list of powers on a federative level on the questions under as joint and exclusive competence of subjects of the Russian Federation.
