The article reviews the main approaches to the classification of citizens’ appeals to the authorities. The author suggests a new approach to the classification of citizens’ applications - the culturological one, allowing managing a set of sociocultural attitudes to the authorities. Based on the culturological approach the author makes an attempt to define the main types of cooperation between the citizens and the authorities.
