To the question of linguistic training of administrative officials of Turkestan

The article discusses the situation in the Turkestan due to lack of qualified personnel with knowledge of languages of indigenous peoples to serve in administrative and judicial spheres of the province. Resorting to the service of local interpreters and repeatedly stating the facts of their unsatisfactory performance, administrators of the region were in constant search of new forms and methods of attracting attention of officials of Turkestan to the languages of indigenous peoples. However, efforts in this direction did not bring expected results that determined undermining the authority of Russian power in the eyes of the local population, and inhibited Kulturträger ambitions of the Russian Empire focused on the modernization of the region. The article discusses the causes of indifference of Russian officials to the linguistic and extra-linguistic issues as well as inconsistency of the authorities in dealing with the current circumstances.
