On the issue of measures of constitutional and legal responsibility of public authorities (on the example of the Irkutsk region)

Introduction: the article is devoted to the issues of legal regulation and implementation of the institution of constitutional and legal responsibility of public authorities (on the example of the Irkutsk region). Materials and Methods: the normative basis of the research is the norms of constitutional and municipal legislation regulating issues of constitutional and legal responsibility. The methodological basis of the research was the general dialectical method of scientific knowledge, which has a universal character, methods of logical deduction, induction, comparison, analysis, generalization and description. Results of the Study: the problems of implementation of constitutional and legal responsibility are identified, and proposals are formulated to improve legislation at the federal, regional and municipal levels, allowing leveling the gaps. Findings and Conclusions: there is a legal framework for implementing revocation as a measure of constitutional influence, but the mechanism for implementing this measure is quite contradictory, so revocation at the regional and local levels has not yet become an effective norm of constitutional and legal responsibility.
