To the issue of methods on holding the examination for obtaining socially important status of "Russian native speaker"

The article discusses a methodology on holding interview for obtaining “Russian native speaker” status with candidates among migrants within current regulatory framework responsible for the procedure. It is approved the necessity to make the examination simpler with a view to simulate social and demographic policy of the Russian Federation. The social segregation of migrant streams is forced by urgency to create conditions in multinational society for adaptation and integration of migrants, who have arrived from post-Soviet countries where Russian language is traditionally considered to be one of the main consolidation factors. In the issue of international relation harmonization, the level of Russian language speaking and thinking acquisition is a link between host society and those who have manifested the desire to get Russian citizenship. Therefore, today Russian legislation provides simplified procedure for those who possess adequate linguistic competency and cultural literacy and to this view acknowledge them as Russian native speakers with all advantages arising. An attempt is being made to identify possible methodological approaches to conducting an interview procedure with a committee on acknowledging a foreign citizen or a stateless person as a native Russian speaker.
