On the need to develop a concept for the rental regulation of the resource potential of regional development

It should be noted that the need has long been ripe for building relations between society, the state and business in a new format, which should be based on a more accurate assessment of the contribution of each economic agent to social production, as well as public consumption. It is no secret that the state of the industries and spheres of activity of the regional economy is determined by the deficit of development resources, and import substitution processes are more oriented towards the near future. At the same time, the growth of domestic production in recent years is accompanied by an acceleration of monopolization processes, the desire to obtain “momentary benefits”, as well as the weakness of economic incentives for investment in long-term projects. These problems reflect the fact that existing imbalances in regional reproductive systems are not eliminated with the help of existing instruments of state regulation. This is primarily due to insufficient attention at the theoretical and practical levels to the reproductive processes, as well as the problems of their rental regulation. This study is devoted to deepening the study, as well as the search for new methods for solving these problems. Its scientific novelty lies in the theoretical justification of the concept of rental regulation of the resource potential of the regional socio-economic development of society and the state, the application of which in the practice of regional management will allow for expanded reproduction of this potential in the interests of the entire population of the country. The key difference of this study from existing developments is the rationale for using the rental approach as a tool for identifying the qualitative factors of excess profits or losses for enterprises and industries in the region, as well as developing a detailed plan for further research directions on this topic.
