To a question about the need to improve the rules for granting one-time social payment for the purchase or construction of residential premises RF MIA employees

Objective: On the basis of analysis of normative legal acts, regulating the procedure of providing lump-sum social payment for acquisition or construction of residential premises of various categories of public servants (law enforcement, public service) to formulate evidence-based proposals for improvement of legislation governing the procedure and grounds of lump sum payments for the purchase or construction of residential premises to the employees of ATS. Methodology: We used comparative legal, formal legal and systemic-structural methods. Results: The authors‘ conclusions and suggestions on improvement of the legislation stated in the proposed revisions of articles that can be included in the Rules of providing social security payments to the purchase or construction of residential premises for the enforcement officers of the Russian Federation, approved by RF Government Decree of 30.12.2011 № 1223. Novelty/originality/value: The article has a sufficiently high degree of originality and academic rigour, as through the work examines recent changes in the legal regulation of relations on granting of payments aimed at improving the housing conditions of certain categories of citizens. Suggestions can be appreciated in the light of further improvement of mechanism of social benefits and unification of legal regulation in this sphere of relations.
