In modern conditions, the Russian economy is faced with the task of transition to a new level of development corresponding to global trends. In this regard, modernization and transition to a new type of development of the fuel and energy complex have come to the fore. The most promising is the cluster development of the energy sector. An analysis of the fuel and energy complex of the Republic of Kalmykia has shown that today the extraction of mineral resources does not have a significant impact on the economic indicators and economic structure of the entire republic. This is due not only to a decrease in production, but also in the scale of production. They are unreasonably low both to the potential of the resource base and to the already proven reserves. The initial resources of the republic have various estimates, with a minimum of 1.9 billion tons. oil and gas. But today, only a small part of it has been explored, only about 3% of all resources. In this regard, the creation and development of the fuel and energy cluster in the region will not only enhance the efficiency of the enterprises included in the cluster, but also ensure an uninterrupted supply of energy to all sectors of the regional economy.
