On the question of new requirements for the organization of a closed electronic auction

The article analyzes the features, causes and consequences of the new requirements of the Federal Law N 44-FL for holding a closed electronic auction as a way of public procurement. Protection of the constitutional order, the rights and legitimate interests of citizens, legal entities, as well as ensuring the defense capability and security of the Russian Federation are the main goals of innovations. The innovations of the Federal Law are aimed at significantly improving the state of the contract system by eliminating redundant and outdated requirements, as well as maximizing the automation of procedures and the introduction of electronic document management. Of course, the closed electronic auction procedure has a long list of shortcomings, so the procedure is spelled out in more detail under the new requirements. The effectiveness of these innovations in the field of procurement activities carried out at closed electronic auctions can be assessed in the near future. According to the Ministry of Finance of the Russian Federation, the period of large-scale amendments to 44-FL is over, questions remain, but point ones. It is necessary to stabilize the state of the law and by-laws and improve law enforcement practice. During the spring session of the State Duma, the issue of adjusting certain provisions of the law will be decided.
