On the issue of the legal personality of the municipality

The article is analyzed the debatable contributions of current Federal legislation about the position and importance of municipal formations in the implementation of local self-government as well as about the role of population, local self-government authorities in the system of municipal legal relations. The author of the article is pointed up on the necessity for further development of legal frameworks of real participation of population in the affairs of local self-government.
