The reflections on the distinction between concepts of municipal authority and local self-government

The article presents a comparative analysis of the concept of local government and municipal authority. The author justifies the need for distinction between these concepts which allows reflecting different aspects of organization of public power relations in municipalities. The concept of municipal authority is used when describing the institutional aspect of interaction of municipal employees with the population. Thus, the concept of municipal power is used when emphasizing the vertical dimension of power.
