The article deals with the objective preconditions of the change of the rope of state in modern conditions. The shift in market-to-state ratio is treated as the main trend in structural transformation of the Russian economy under the influence of radical changes in internal and external operating conditions. The factors, which determine the role of state in economy are highlighted. The characteristics of Wagner’s law as the universal tendency of industrial development is given and supporting empirical facts are given. It is stated that national factors of non-economic character cause the leading role of state in Russian economy/ In course of development this peculiarity of structure of Russian economy wasn’t taken into consideration and its spontaneous evolutionary development led to the formation of export and raw material model with neoliberal economic policy as its integral element. It is shown that a specific historical stage of the Russian economy development, characterized by the influence of unprecedented sanctions, also causes strengthening of the role of state in the economy.
