The withdrawal of Nazi troops from the occupied territories during the Great Patriotic War was to be accompanied by the restoration of the Soviet state power mechanism at the local level. However, this process in different regions of the country had its own peculiarities. In Crimea, it was directly influenced by the deportation of the Crimean Tatars. Mass eviction of the Crimean Tatar population led to the need to replenish labor resources, including for public authorities. The study shows that, participants in the guerrilla movement, functionaries returned from evacuation, as well as leaders resettled to the Crimea together with collective farmers were involved in exercising state administration in the liberated territory during the restoration of the Soviet and party authorities. The staff hunger forced to involve persons who had remained in the occupied territory to work in government bodies, but a serious check was made for them. The process of the final restoration of the Soviet authorities can be considered complete only in late 1947, when the first postwar elections to local councils took place.
