The usability of passive personality principle against transnational cybercrimes

The main goal of our research is that some principles of criminal jurisdiction of the state are undervalued. One of these: the passive personality principle is a subject of our study. For many years its postulates have not been analyzed by anyone in russian criminal law. But now, we try to to adapt it for crimes that commited over Internet. So we studed the Russian and foreign legislation for that. We have identified categories of victims (recognized by the law of criminal procedure) that fully protected by this principle. But also we discovered that some catigories of wictims does not protected at all. In particular, we are talking about individuals with the foreign origin. However, passive personality principle can be improved under the influence of procedural law that is an interesting point.
