Concerning the issue of territorial administration of the Kazakh plain in Siberia at the beginning of the 19th century

The article deals with the process of forming and developing the Kazakh territories’ management systems in the first half of the 19th century. Considerable attention is paid to the structure of authorities established according to the Charter on the Siberian Kyrgyz (1822) and the reasons for their transformation due to the Regulation on the Separate Management of the Siberian Kyrgyz (1838). The study describes the protest movement of the Kazakh society caused by the ongoing reforms and the government's measures to overcome it. The transformations under review were a part of administration process of integrating the Kazakh plains into the Russian Empire.
