To the question of the efficiency of a unified system of public government

The article examines the category of efficiency on the example of researching a unified system of public authority. The authors turned to the results of the 2020 constitutional reform in terms of introducing the institution of a unified system of public authority as a combination of state authorities and local self-government bodies. It seems important to establish the properties of efficiency in the general theory of law, to concretize such social and legal categories as: criteria, results, practice of formation, directions for determining the effectiveness of legal activity. In the context of strengthening the role of civil society institutions, the issues of methodological search for the most optimal model of organizing public authority are being actualized, where it is important to optimize the balance of public interests of state and non-state structures. The authors of the article refer, first of all, to state structures, federal bodies of state power, the system of non-state institutions includes bodies of local self-government, as well as auxiliary structures of civil society. The importance of such institutions of civil society as political parties and public associations, central unions of medium and large enterprises and businesses, and united subjects of public control is emphasized. The article gives the author's definition of the system of public authority, taking into account the ideas of legal science about the effectiveness of the implementation of lawmaking, law enforcement and organizational and administrative activities on the part of state bodies and non-state institutions, the formation of legal practice in the context of strengthening the foundations of the rule of law and constitutionalization of public legal relations.
