On Justification the Need for Theoretical Research to Improve the Russian Model of Legal Policy in the Field of Socio-Economic Development

The article is devoted to the study of such urgent problem as forming the theoretical and legal foundations of the Russian model of socio-economic development. The purpose of the research is theoretical underpinning of the need for fundamental scientific research to form an effective Russian model of legal policy in the field of socio-economic development. The methodological basis of the article is a comparative legal and historical-legal analysis, as well as an institutional approach, which made it possible to conduct a comparative study of various socio-economic models (stabilization, social, and “general equilibrium” models) and assess the impact of key economic doctrines (monetarism, Keynesianism) on legal policy. As a result of the research, the determinant role of socio-cultural and historical factors in choosing a development model is proved; systemic dysfunctions of modern Russian legal science such as the gap between macrotheory and law enforcement practice, methodological disunity and disregard for regional specifics are revealed; the dual role of the state as the supreme regulator and an active participant in economic relations is substantiated. A conclusion is formulated on the priority of deep theoretical research to overcome methodological contradictions and develop a consistent, effective and socially oriented legal policy that synthesizes international experience with domestic specifics.
