On the estimate of the cost-effectiveness of measures to improve the innovative capacity of business entities

The article reveals the essence of the scientific definition of "innovation potential", given the characteristics of its components, is proposed interpretation of the integral index assessing the level of innovation potential with the overall assessment. Particular attention is paid to the methodological aspects of the assessment of economic efficiency and economic benefits from the package of measures aimed at improving innovation potential.
