On assessing the events of February and October 1917 in terms of the rule-of-law state

What happened in February and October 1917 in the Russian Empire does not let researchers stay in rest even after more than hundred years that passed after these revolutionary events. Some claim it was revolution, others say it was coup d'état. Some call the year 1917 as the one of national catastrophe, and others as a starting point for building the state of a new type. Objective approach to the analysis of the events associated with the revolution in Russia is impossible without analysis of the content of concepts, which existed at that time and without a study of legal norms, which acted in those years. At the same time revolution is the radical overthrow connected with transition of the government to representatives of the other class, therefore, all those events can be characterized as coup d'état as well. Using the situation, which developed in 1917, Bolsheviks managed to organize coup d'état and proclaim the Soviet power. Therefore, one of the main signs of the rule-of law state is mutual responsibility of society and state, state and individual, their coherence by the law. In order to avoid unlawful solutions of the imminent problems, the state machinery has to listen to the inquiries of society, response in time and effectively perform its functions and always work within the law, otherwise, there a revolutionary situation can arise. The opposition, in turn, also has to be constructive, act within the legal framework in order to keep integrity of the state and prevent revolutions.
