An issue of practice in implementing the policy towards physically challenged people

The paper considered institutional and legal aspects of the policy towards physically challenged people, with a review of practices of issues solved and opportunities offered round the globe and in the contemporary Russia. The author examined the main points in various approaches of the State policy towards disability issues implemented worldwide.
