Quality and accessibility of medical services as a condition for keeping investment interest in rural areas

The current situation is characterized by the moral and physical obsolescence of the material and technical base of education and health care systems in rural areas, which are often Soviet legacy without any modernization, which creates a low attractiveness of work in the countryside for personnel and contributes to their outflow to the cities, and after them - and other population of these territories in search of more comfortable living conditions for themselves and their families. As a result, today the decline in the countryside and lagging progress, combined with the continued destruction of the remnants of the social infrastructure, remain, which creates a low investment attractiveness of these territories for investors. The study assesses the quality and accessibility of medical care in rural areas of Russia based on an analysis of the main indicators of the health care system in comparison with the country’s general indicators, reveals the level of the existing social infrastructure and its impact on the investment attractiveness of the village. It has been established that the number of medical personnel employed in rural areas has decreased by 8% over 5 years, and to the greatest extent due to a decrease in the number of doctors by more than 12%. As a result, in 2020, the provision of doctors in the village was less than 14 people. per 10 thousand population, while the national average rose to 50 people amid the pandemic. per 10 thousand population, which is 3 times more. The level of provision of the rural population with the NSR is also declining and amounts to just over 50 people. per 10 thousand population, while the national average is twice as high. As a result, we can say that the current state of social infrastructure in rural areas remains unfavorable, which is confirmed by the results of the assessment of the development of the health system.
