The article deals with issues related to the definition of the concept of quality of life and its components. In the modern world, the competitiveness of national economies is largely due to the ability to innovate and perceive advanced technological achievements based on the development of human, intellectual, social capital, that is, the quality of the workforce and employee motivation. The policy of the Russian Federation as a social state is focused primarily on providing every member of society with a decent standard of living. The author presents the main components of the quality of life, the growth of which and its material base, in turn, are due to an increase in the standard of living. The classification of quality of life indicators is presented. The various stages of the evolutionary development of this category are studied, the main directions of the policy in the field of human resource development in Russia are considered as the modernization of the healthcare, education, employment and social protection sectors, which are the leading social sectors of the economy, the priority tasks in the field of human resource development policy in Russia are identified. According to the author, the main directions of the policy of reproduction of human resources should be determined at the regional level, i.e. in places where people live. It is noted that in developed countries, various state institutions play an important role in the regulation and redistribution of incomes of the population in order to reduce inequality and limit the poverty of the population. It is of great importance in many European welfare states that the ratio of the incomes of the richest 10% to the poorest 10% should not exceed 7:5:1. At the same time, social inequality, with relatively equal opportunities for all members of society to realize their potential, can act as a source of energy for socio-economic progress.
