Quality of life as a criterion for social policy in modern Russia

Discusses the content and implications of the social policy in modern Russia, and, in particular, how it affects the quality of life of the population. It is shown that under market paradigm of all spheres of social life in Russia is a gradual withdrawal of the State from responsibility for the welfare and protection of the population, the translation of the most important public functions at the level of public services free medical aid shall be replaced by the health services, and free (on the Constitution) education is being supplanted by the services of educational, etc., modern Russia is a rare example in history of a society that moves from the intensive high-level civilization back to more primitive forms of social life. Signs of this is the collapse of science and education, the destruction of high-tech industries and the transformation of the economy into raw material, cultural degradation, permeating all structures of corruption, flourishing demagogy and charlatanism. As a result, Russia is the world’s leading overconcentration of wealth, the socio-economic stratification of society, has prostrated demographic indicators remains a steady trend on reduced state spending on Science, education, health, culture and social sphere in General. The offensive low paid intellectual work. It is shown that the social policy of the authorities of modern Russia are designed to meet the interests of the rich negligible minority at the expense of the public interests of almost all of the rest of the population. For specific assessment processes criterion of quality of life and are offered appropriate objectively measurable indicators. Drawing on the analysis of statistical data and other sources, the author concludes that the introduction of market principles functioning in Russia in the framework of social policy has significantly worsened the quality of life of people. To overcome the situation, Russia should stop carefully copy Western standards and canons of Economics liberalism, to depart from the market dogmas, greater use of routine principles of organization of social life.
