Human resources potential of public administration and problems of its improvement

The personnel potential in the system of state and local administration is formed due to the accumulation of the competencies of existing employees, the presence of elevators for professional-qualification growth, as well as the creation of a personnel reserve. It is an important problem primarily because the observed strengthening of the role of the state requires leaders who are ready to include in innovative transformations, while capable of making effective key decisions. The expansion of competencies in the field of public administration of persons endowed with the authority to organize individual levels of the system implies the active inclusion of them in improving their own skills. The task of developing the personnel potential of state and local administration bodies is priority in terms of creating conditions for increasing the efficiency of the authorities, the formation of trust in society and social stability. This requires systemic work on the selection, training, development and motivation of employees, as well as creating conditions for professional growth and career development of staff.
