Staff potential of small innovative enterprises in the field of commercialization of intellectual product

Russian researchers V.Zh. Dubrovsky and E.A. Kuzmin introduced into scientific circulation the concept of “transaction intensity”, which characterizes the joint manifestation of both external and internal conditions that affect the adoption of basic management decisions. The consequences of making managerial decisions in this case creates the preconditions for the enterprise to achieve a certain level of transaction costs compared to the background. Modernization of management processes in innovative areas of production has led to major changes in educational activities, in particular, the training of scientific personnel for small innovative enterprises. In order to adopt productive decision-making strategies, it is necessary to analyze the situation on the market for the human resources potential of researchers. The article analyzes the various stages of training, graduation and professional suitability of personnel in various regions of Russia, reveals the relationship of quantitative and qualitative indicators that have a direct impact on the scope of training and subsequent career guidance of human resources, in particular, for small innovative enterprises. Particular attention is paid to the effect of digitalization of all modern economic systems, which contributes to the restructuring, in particular, of transaction costs in the field of commercialization of intellectual property. The article clarified the provisions of the scientific foundations of the structure of functioning of the forming systems of transaction costs in the mechanism of interaction of economic entities in the context of universal digitalization in the category of small innovative enterprises.
