Personnel redundancy is inherently a fairly effective method of personnel management, since it allows you to meet the needs of the public service of the regions in competent and motivated employees with high qualifications, increase the motivation of employees of institutions, ensure continuity in management, etc. However, currently there are a number of constraining factors that do not allow realizing all the advantages of this personnel policy tool. Among these factors, one can distinguish such as the fictitious and demonstrative nature of the reserve formation procedure, the lack of sufficient legislative regulation, and the lack of motivation to participate in competitions. In order to improve the efficiency of personnel reserve tools, it is necessary to apply uniform rules and methods for creating personnel reserves, legislatively determine the legal status of reservists, create a system for monitoring the use of personnel resources enrolled in the reserve, increase the transparency of the system, implement training mechanisms.
