Personnel reserve in the system of management of service and professional promotion of personnel

The article conducted a study of the relationship of personnel reserve and the right of employees of public institutions to service and professional promotion. The essence of the concept of "personnel reserve", presented in the scientific literature. Also identified some problems of formation of personnel reserve. Some directions for improving work with the personnel reserve are proposed.
