The article deals with the authorship of Emperor Nicholas IIs appeal to the deputations in the Winter Palace on 17th January, 1895 and the context of this event. The author argues that this subject, though repeatedly discussed in historiography, has to be analyzed again due to the possibility of new interpretations and the use of the new sources.
