Cluster-approach as a tool for innovation-oriented development of the economy of the regions of the Russian Federation

The paper presents a synthesis of definitions of the concept of "cluster", see typology clusters that shows the process of the implementation of cluster policy, objectives, which aims the cluster policy, reflects the normative-legal acts regulating the activities of the clusters in Russia. Based on the identified causes, complicating the implementation of regional cluster policies in the Russian Federation and in the light of the specific features of development of economy of the RUSSIAN FEDERATION, the authors of the proposed solutions for the effective implementation of the cluster policy in the regions.
