Cluster approach in the development of system properties (on the example of eventual prerequisites for the formation of competitive advantages of the region)

The article is devoted to the genesis of the impact of the cluster approach on regional development. Interpretations of the definition of «cluster» from the position of the author’s projection into the economic plane are given. An approach is used that considers the region as an open system, complemented by the eventual advantages of using a cluster as a tool of a network nature, characterized by a certain historiography of the formation of cluster theory, contributing to a single configuration of an organizational and economic nature. The interrelation of cluster structures in the formation of the region’s well-being environment is considered in the general concept of the advantages of the system itself. A four-aspect model is presented, which can be part of the structure of building the interconnection of system elements. The emphasis is placed on social communication with the external environment as part of the cluster policy of the economic component of regional development and adjacent territories.
