Clusters of full-text search in the space of the internet: decentralization in the interests of citizens and organizations

In this paper, we argue the possibility and feasibility of qualitative development of the modern Internet space (for education, science and culture) through the creation of clusters of full-text search on the basis of multifunctional multimodal information library systems of middle level (up to 1 million units each full-text resources) and the mechanisms through full-text search running a custom browser in a distributed decentralized environment, consisting of such (homogeneous) systems. The report describes the architecture and services offered by the information environment, as well as the experience of implementing this approach on the example of T-Libra (developer - LLC "Constanta", Russia) and several projects deployed currently on this organizational and technological basis.
