The article highlights the study of methodology and conceptual organization of modern approaches to solutions of problems related to secondary socialization of people with mental disorders in hospitals of neuropsychiatric type. The main task of the author is to disclose through a philosophical aspect the cognition of the possibility of determination of the key problems of secondary socialization, to realize the ways of creating an integral program for involvement of persons with mental disabilities in the rehabilitation process. For persons with mental disabilities the usual process of socialization with some modernizations and modifications in parallel to the phylogeny of mankind becomes a spontaneous process, developing beyond their control, often excluding the individual from the active process of integration into society. Unfortunately, we have to admit that spontaneous socialization of people with mental disorders often leads not to their integration into society by identifying their own niche and social role, but excludes them from public life, making them outcasts and exacerbating the negative effects of mental disorders.
