Quantitative characteristics of the use of extra-budgetary funds of the subjects of the federation of the reserve focus

Reserve funds operating in the territory of the constituent entities of a number of countries are vital financial instruments that help minimize fluctuations in budget expenditures and ensure the stability of the budget of the constituent entity of the federation. The article discusses the experience of forming reserve funds in the states of the United States of America, describes the features of accumulating and spending rainy day funds in various states. The author analyzes the organizational and legal support and the practice of the functioning of the reserve funds of the constituent entities of the Russian Federation, and compares the data. The findings regarding the rules for creating reserve funds, limiting their sizes, conditions for replenishing them, and the direction of spending funds made it possible to formulate a conclusion on the appropriateness of forming reserves of budget expenditures of the constituent entities of the federation in the form of reserve funds of constituent entities of the federation and an assumption about the prospects for adapting the experience of rainy day funds in the Russian Federation.
