Commentary RF Urban Planning Code part of the institute of regional planning, Federal law amended from 20.03.2011 № 41-FZ

The author analyzes the novel of the Federal Law № 41-FZ, through which the changes were made to the Town Planning Code of the Russian Federation with regard to land use planning. In particular, the position of general logic and the logic of law, and technology planning are evaluated novel of replacing the notion of «border zones of the planned placement of objects», the term «display planned for the facilities», the release states (Russia and the Russian Federation) from responsibility for taking to the documents of territorial planning, while maintaining that kind of liability for local governments; to give to local governments for preparing master plans, the new obligation to justify accommodation facilities of federal and regional significance.
