Communist staff as a factor of discipline strengthening in the Red army in 1920's

The author researches the dynamics of Communist staff within the Workers and Peasants Red Army (RKKA) during 1920s. This topic has not yet received any significant and complex attention in the national historiography. On the base of analysis of the archive data, the author proves that communist staff which was widely employed within multiple structures of the Red Army did not provide the expected effect on the level of military discipline; on the contrary, the communists often were the instigators of dereliction. The author argues that the main cause for this was a low level of culture and education of RKKA service members.
