Complex security system in Russia: methodological approach

In the article author analyzes the idea of formation of the conception of the integrated security. Author offers using as a base of the conception the axiological approach, where the values go ahead the interests and determinate them. Author offers considering values as a basis of the social risks appearance, which can be secured by using institutional methods.
