Comprehensive assessment of the current anti-corruption system and a program of measures to improve it

Introduction. Corruption is one of the most serious threats to the sustainable development of modern States, undermining the effectiveness of public administration, slowing economic growth, exacerbating income inequality and destroying citizens' trust in legal institutions. This article provides a comprehensive analysis of modern anti-corruption systems at the national and international levels. Materials and methods. The study covers the period from 2012 to 2025 and is based on a comparative analysis of the anti-corruption mechanisms of various states, including the Russian Federation, the countries of the European Union and the Asia-Pacific region. Results. Special attention is paid to assessing the effectiveness of existing legal instruments, institutional structures and technological solutions in the field of combating corruption. The paper presents specific statistical data characterizing the dynamics of corruption offenses and the effectiveness of disciplinary measures. Innovative approaches are analyzed, including the use of artificial intelligence, distributed ledger technology, and big data systems to identify corruption schemes. Discussion and Conclusions. The study identifies systemic problems in the implementation of anti-corruption strategies and formulates a comprehensive program for improving existing mechanisms. The proposed measures cover legal regulation, institution-building, digital transformation of government processes and the development of a culture of intolerance to corruption in society.
