Comprehensive assessment of the effectiveness of state scientific and technical policy

The objective of the proposed article is to reveal the foundations of the effectiveness of state scientific and technical policy. Based on the value approach to state policy as a whole, according to the classical scheme Values - Goals - Means - Result, it is revealed that state scientific and technical policy is a Means in achieving the results of state policy. The imposition of someone else's conceptual apparatus and its interpretation on Russia in 1990-2020 led to the deprivation of the people of Russia of independent thinking, since thinking is a language process. And the policy of current practicality and continuous throwing oneself where it is more profitable, where it is more urgent exposes the trifle, the internal impotence of the state. The highest human values are recognized: Truth, Goodness and Beauty, and the effectiveness of state scientific and technical policy should be estimated in gigawatts.
