The comprehensive assessment of the transport and communal infrastructure as an essential instrument of sustainable urban development

The article presents the methodological approaches to comprehensive assessment of road and communal infrastructure as the main components of the urban environment. The results of the conducted study have indicated a low level of the techni- cal condition of communal facilities of administrative canters of the central Federal District. The study allows distinguishing three groups of the administrative centers with different level of infrastructure development. The article author comes to conclusion that municipalities need to develop targeted programs that would be the guarantee of timely funding activities for the development and modernization of engineering systems of housing and communal services. One of the most effective mechanisms for attaching investments in the projects of road and communal infrastructure of urban economy can be public- private collaboration. To attract private investment at the municipal level it is necessary to extend the guarantee investors in PPC projects, including the performance of the obligations of public legal entities and at the state level to develop special mechanisms of subsidizing of municipalities for PPC projects.
