Comprehensive evaluation of the leading universities’ digitalization level in the Russian Federation

This study aims to develop a methodology that identifies the digitalization level of universities as elements of innovative systems. The methodology is based on a systematic approach, the concept of an ‘ideal system’, normative and positive approaches to the determination of indicators. A comprehensive assessment is made on the basis of twenty-two indicators of digitalization, which fully reflect the five main factors in the development of digital competencies of universities according to the ‘Digital Economy of the Russian Federation’ Program. Information are the data of the official websites of universities, portals of state statistics and analysis of the status of existing digital platforms. The proposed methodology has been tested on the example of universities participating in the ‘5-100-2020’ Project. In accordance with the assessment, universities were categorized. The share of digital leaders is extremely small. Grades tending to zero prevail, indicating a low level of digitalization of universities. The study underlines the lack of digitalization and the need to increase it in Russian educational organizations.
