The author examines the practice of development contracts built-up areas as an effective mechanism to solve the problems of resettlement of old and dilapidated housing, identifies problems arising from the implementation of such agreements, offers ways to legislative solutions. Analyzes Law № 373, which introduces a new concept of «integrated and sustainable development of the territory». It predicts the possibility of difficulties in the implementation of new mechanisms of public-private partnerships as a result of insufficient study of a number of norms of the law.
