Integrated development of rural areas using a program-target approach

This review article reveals the use of the program-target approach in solving the problem of integrated development of rural areas. As statistical analysis has shown, the aging of the rural population, a decrease in the birth rate in rural areas, a reduction in the working-age population, and migration from rural areas to cities have already become an established trend. Moreover, this trend is long-term. In the context of intensifying globalization processes, rural areas are a key resource not only for today’s Russia, but also for the Russia of the future. Analysis of federal programs, most of which use the program-target approach, instills confidence in its successful implementation. However, despite the use of a fairly common research and planning method, not all existing problems in Russia are identified. In conclusion, conclusions are made about the possibility and need for an early solution to issues of territorial development of rural settlements, using the resources at their disposal, of all types. The implementation of this approach will involve not only local governments in the analyzed problem, but also the population, which can significantly increase the effectiveness of the implementation of territorial development programs with the achievement of specific results in the socio-economic development of rural settlements.
