Complex development of the territory as a new investment vector in the development of land uchastok under construction

The article is devoted to amending the town planning code of the Russian Federation regarding the introduction of the new Institute as a comprehensive development of the territory at the initiative of the land owners and at the initiative of the local authority. We consider the new mechanisms of development of built-up areas and upgrading of the process for managing the development of built-up areas, the procedure and conditions for decision-making in respect of such territories and the conclusion of agreements on integrated development of territories.
