The comprehensive approach to the forming regional tourism policy

The article explains the role of comprehensive approach to forming tourism policy and development strategy of a region. The authors substantiate the necessity to consider the set of the phenomena and relationships arising in the interaction of tourists, travel agencies, local authorities and the local population. In the formation of regional tourism policy according to the au- thors it is possible to use the cluster, system and scenario approaches to management. The authors consider the model of tourism and recreation cluster which is aimed at increasing of competitiveness and effectiveness of the tourist indus- try of Yaroslavl region. The article notes the role of science and education in the operating of entities of tourism industry and solving key tasks of their development. Through the example of the town of Tutaev in the Yaroslavl region the article illustrates the best practice of tourism development strategy using integrated approach that includes the methodology of the system, cluster and strategic approaches. To conduct a comprehensive assessment, positioning existing businesses, development of perspective directions of development of small and medium businesses the authors have used SPACE method. Based on the analysis the scenarios of socio-economic development of the urban settle- ment Tutaev in Yaroslavl region have been developed. The authors concluded that the innovation and investment scenario of socio-economic development and the creation of a tourism cluster in the region can be the most promising for study subject.
