Compromise as one of the grounds for exemption from criminal liability in cases of terrorist and extremist orientation

Introduction: the author studies technical and juridical peculiarities of the norms regulating exemption from criminal liability in cases of terrorist and extremist orientation. Materials and Methods: the author used logical and systemic and structural methods. Materials of the study were judicial perspective, norms of criminal law of Russia and foreign countries, and provisions of Plenum of Supreme Court of the Russian Federation, monographs, dissertations, and other scientific works. Results: the author concludes that it is necessary to include general conditions of the exemption from criminal liability in cases of terrorist and extremist orientation by the amendments to Art. 75 of the Criminal Code of the Russian Federation with the simultaneous deletion of the notes to the relevant articles on exemption from criminal liability. Discussions and Conclusions: the analysis of Russian legislation, international provisions, norms of criminal legislation of foreign countries, as well as directions of development of modern society in Russia and the world testify to the need to combine disparate grounds for exemption from criminal responsibility in a single norm for the purpose of its uniform application and interpretation.
