The article examines the foreign policies of the Russian emperors Paul I and Alexander I. The ambiguity and changeability of the policies have been studied, which allows us to trace the cyclical course of events in Russia's foreign policy. It is shown that each change in the cycle is marked by an armed conflict, but the inconsistency of the policies still made it possible to achieve benefits for Russian national interests.
