The development of the cultural heritage concept: the worldwide and Russian experience

The article is devoted to the history of the origin, development and adoption the concept of the cultural heritage in global and Russian practices. The author noted, that the origin of this concept dates from the 1940–1970. The international law officially concluded the notion «cultural values» in the middle of the XX century. The values, projected as a form of the civilization differences and memory, used and adapted to social and cultural modernization in the context of the global and particularly European societies for XVIII–XX centuries. The distinguishing feature of the concept interpretation in the XX century is connected with understanding of the inalienability of the values (monuments of the past) from the modern culture. Such comprehension predetermined the origin of the cultural heritage concept. The author maintains the heightened interest of the government and society UNESCO's to the problem of the salvage the cultural heritage in Russia. She contends that current aims in this sphere connected with mechanisms of the law implementation. The only way to do this is mobilization of the non-government organizations. In other words not only federal and regional administrative are responsible for preserving of the cultural heritage objects, but also institutions of the civil society, including national public organizations.
