This article is devoted to the development of the concept of transformation of constitutional legal norms without changes, additions and amendments directly to the text of normative acts. Moreover, the conception of transformation of constitutional norms means bringing changes, additions and amendments into legal acts without observing classical techniques and methods directly to the text of acts through: 1) interpretation of constitutional legal acts by constitutional and statutory courts, including the interpretation of the earlier decision; 2) application of legal positions of constitutional and statutory courts; 3) ratification of international legal acts and 4) implementation of foreign courts decisions. Nowadays we can observe the appearance of a new way of lawmaking, which is a transformation of constitutional legal norms without making changes, additions and amendments.
